Nakheel, founded in 2000 and known for Palm Jumeirah, is government-owned and part of Dubai Holding. Since March 2024, when Meydan and Nakheel were placed under Dubai Holding, the District One launches have been marketed and reported by Nakheel.

Nakheel publishes construction progress for each project: in June 2026, District One West phase 1 stood at 83.37 %, phase 2 at 34.49 % and Naya at 46.07 % (internal figures).
